You will be asked to complete this application form, and email it to shorttermlets@fife.gov.uk. They are working on producing an online form.
The application form includes a fire safety checklist to be completed at pages 5-6.You will be asked to submit the following documents with your application form:
Gas safety certificate dated within the last 12 months, properly completed and showing the property is safe to let;
EICR dated within the last 5 years, properly completed and showing the property is safe to let;
PAT report, properly completed and showing the property is safe to let, dated within the relevant time for the equipment at the property;
Planning permission (where requested by the licensing authority - paragraph 12.4 of the Council's policy document states it is only required for a short term let if a material change of use occurs, currently determined on a case-by-case basis so advice should be sought from the Planning Authority by completing an application for a certificate of lawfulness online at www.eplanning.scot. In general terms, planning permission will not be required if the property (dwelling house or flat) has its own separate access and its use as a short-term housing let does not impact on the amenity of neighbouring properties.)
A floor plan may be required if requested.

The relevant fee for most of our owners is that being charged for secondary letting (ie. when you let out accommodation that isn’t your only or principal home) and so it is that fee to which we’ve referred in the table below (numbers refer to maximum guest capacity):
1-2: £264
3-4: £292
5-6: £320
7-8: £348
9-10: £377
11-12: £405
13-14: £433
15-16: £461
17-18: £490
19-20: £518
There are additional conditions to comply with, which are explained in detail at appendix 2 to the policy document, but include:
Taking reasonable steps to ensure first arrival and final exit isn't between 11:00pm and 7:00am;
Providing information on waste disposal and clearly labelling bins belonging to the property;
Not affixing key box etc. to public/jointly owned property without permission;
Displaying emergency escape instructions and emergency contact details in the property;
Providing emergency contact details to the Council and neighbours;
Not using or storing LPG room heaters;
If there is solid fuel appliance (e.g. open fire/wood burner), chimney/flue is inspected and record available for inspection;
Displaying building and public liability insurance certificates in the premises; and Maintaining a visitor list.
