Practical information about the East Ayrshire Council's Short Term Let Licence process. To be read in conjunction with the information relevant to the process for the whole of Scotland.

Also read East Ayrshire Council's guidance notes.You will be asked to download and complete the application form.Send the completed application form with all the required evidential documentation to licensing@east-ayrshire.gov.uk. A member of the Licensing team will contact you for payment.You will be asked to submit the following documents as part of the application process:
Fire Risk Assessment
Gas safety certificate dated within the last 12 months which shows the property is safe to let.
Current EICR (Electrical Installation Condition Report)
PAT (Portable Appliance Test) Report
Legionella Risk Assessment
Planning permission Reference Number (for premises within a control area or where
requested by the licensing authority)
Floor/ Layout plan (for guidance, see short-term let policy statement 5.9(a))
EPC Certificate (for premises which are dwellinghouses)
Copy of Buildings Insurance
Copy of Public Liability Insurance
Proof of consent from Owner (where the Owner is not the applicant)
Evidence of operation as a short-term let on or before 1 October 2022 e.g., booking confirmation email from Sykes for booking(s) that took place before 1 October 2022.
For details on the licence fees see section 19 here. The relevant fee for most of our owners is that being charged for secondary letting (ie. when you let out accommodation that isn’t your only or principal home), and so it is that fee to which we’ve referred in the table below. The numbers refer to maximum capacity:
Up to 4: £250
5 or more: £400
There are additional licence conditions to comply with, including:
Where a residential property is below the property (i.e. flats), taking reasonable steps to ensure that guests do not first arrive or finally depart from the property between the hours of 11 pm to 7 am;
Clearly labelling bins as belonging to the premises;
Not affixing key box etc. to public/jointly owned property without permission; and
Where there is e.g. a wood burning stove, ensuring the flue or chimney is inspected and cleaned annually.See page 23 here for further detail on the additional licence conditions.
